Whitmire & Munoz LLC is a women-owned public affairs firm located in Houston, Texas. Our scope of work focuses on local and state governments and communities within the Greater Houston region. With over three decades of experience in advocacy and community engagement, including advancement of priority legislative policy and strategic corporate community investment, we are well-positioned to strengthen an organization’s short- and long-term goals and position them for success.

Whitney Whitmire

Founding Partner

Whitmire & Munoz LLC founding Partner Whitney Whitmire joins the firm after leading her own robust governmental affairs and political strategy practice for more than a decade. She served her broad client base through legislative advocacy, political advising, and bipartisan relationships. Having grown up in Texas politics, Whitney brings a unique perspective to the business. She has used that experience as a foundation for a career cultivating legislative relationships at the city, county, and state level all centering around her hometown, Houston, and the state of Texas. She has represented clients across many industries including AT&T, Comcast, Texas Cable Association, CenterPoint Energy, Texas Association of Realtors and Landry’s Inc., among others. Whitney also serves as an adjunct professor at the University of Houston Downtown where she teaches Texas State Government.
Whitney enjoys being involved in the community and volunteering. She is a member of the Houston Junior League where she has served many roles, including volunteering at Dress for Success and Casa de Esperanza. She is on the board of the Greater Houston Women’s Chamber of Commerce where she also chairs the Governmental Affairs Committee. Whitney holds a bachelor’s degree in public administration from Texas State University and a master’s in political science from the University of Saint Thomas. She lives in Houston with her husband and their two sons. On the weekends you can find Whitney and her family at a soccer, baseball, football or basketball game, depending on what sport her sons are playing that season.

Lindsay Munoz

Founding Partner

Lindsay Munoz has over a decade of in-house experience within both the non-profit and corporate sectors. Most recently, Lindsay served as Vice President of Public Policy and Advocacy at the Greater Houston Partnership (GHP). In this role, she played a key role in driving the GHP’s advocacy and strategic campaign efforts. She also led executive projects for the policy team, while managing relationships with external stakeholders, including local chambers of commerce, regional trade associations and community leaders. Prior to joining the GHP, she held the role of Director of External Affairs at AT&T, where she served as a liaison between local elected officials, non-profit community organizations and AT&T in the Houston area. Before that time, Lindsay spent four years at the Houston Association of REALTORS (HAR), where she was Manager of Governmental Affairs. In that capacity, she oversaw the Association’s political and local policy initiatives. Lindsay began her career in Austin, where she served as Communications Director for State Representative Mark Homer in the Texas House of Representatives during the 79th, 80th and 81st legislative sessions as well as two political cycles.
Lindsay believes strongly in giving back to her community and has served on numerous boards and committees. She has also been recognized for her ongoing contributions to the community since moving to Houston in 2010.

  • 2019 Director and 2021 Vice President of Stewardship of The Texas Lyceum, a nonpartisan statewide leadership organization
  • Appointed by Harris County Judge Lina Hidalgo to serve as co-chair of the Imelda Relief Fund
  • Served on Houston Food Bank’s Board Advocacy Committee
  • Appointed by Mayor Annise Parker to serve on the Houston Clean City Commission as well as the Houston BARC Foundation
  • Served on the board of the League of Women Voters
  • Served on the board of Leadership Houston
  • Received Patrice Johnson Distinguished Alumnus Award (Alumnus of Leadership Houston, Class XXXII)
  • Led Leadership Houston Class XXXV as Class Chair for 2016-2017 program year

Lindsay grew up in Paris, TX before heading to The University of Texas at Austin as a student in the McCombs School of Business, earning her BBA in Marketing and International Business. She lives in Houston with her husband, who is an aerospace engineer, and their son. In their house, it really is rocket science.

Sarah Scott

Senior Associate

Sarah Scott is a native Houstonian with a Bachelor’s degree in Integrated Communication from the University of Houston. She has a chosen focus in Public Relations, with a Minor in Consumer Science and Human Development. She is a community relations and communications professional who has utilized her skillsets to help brands and corporations relate to their respective communities, as well as support strategic business development initiatives. She also possesses strong Event Management and Content Development skills. In 2019, Sarah took her skillset to Los Angeles, California and worked alongside the Internal Relations team of EntertainmentOne Productions. There she grew her strengths in collaborative project coordination where she served as the liaison between Production associates and Executive team members. Since moving back to Texas, she has experience in municipal government working in the office of Houston Council Member David W. Robinson, serving as the Public Affairs Liaison. Before joining the Whitmire & Munoz team, Sarah was working firm side as a consultant on the METRONext projects team.
